The Federal Communications
Commission, as part of its continuing
effort to reduce paperwork burden
invites the general public and other
Federal agencies to take this
opportunity to comment on the
following information collection(s), as
required by the Paperwork Reduction
Act (PRA) of 1995, 44 U.S.C. 3501 –
3520. Comments are requested
concerning: (a) whether the proposed
collection of information is necessary
for the proper performance of the
functions of the Commission, including
whether the information shall have
practical utility; (b) the accuracy of the
Commission’s burden estimate; (c) ways
to enhance the quality, utility, and
clarity of the information collected; (d)
ways to minimize the burden of the
collection of information on the
respondents, including the use of
automated collection techniques or
other forms of information technology,
and (e) ways to further reduce the
information collection burden on small
business concerns with fewer than 25
employees.
The FCC may not conduct or sponsor
a collection of information unless it

will submit this revised information
collection to the Office of Management
and Budget (OMB) after this comment

Commission is reporting a 3,200 hour
burden reduction adjustment which is
due to 632 fewer respondents.
The revision to the FCC Form 608 is
due to rewording of data elements,
adding a question inquiring if filing is
the lead application on the Main Form,
and changing language in the
instructions.
FCC Form 608 is a multi–purpose
form. It is used to provide notification
or request approval for any spectrum
leasing arrangement (’Leases’) entered
into between an existing licensee
(’Licensee’) in certain wireless services
and a spectrum lessee (’Lessee’). This
form also is required to notify or request
approval for any spectrum subleasing
arrangement (’Sublease’).
The data collected on the form is used
by the FCC to determine whether the
public interest would be served by the
Lease or Sublease. The form is also used
to provide notification for any Private
Commons Arrangement entered into
between a Licensee, Lessee, or
Sublessee and a class of third–party
users (as defined in Section 1.9080 of
the Commission’s rules).
