Transportation’s Hazardous Material
Regulations (49 CFR Part 107, Subpart
B), notice is hereby given that the Office
of Hazardous Materials Safety has
received the application described
herein. Each mode of transportation for
which a particular special permit is
requested is indicated by a number in
the ‘‘Nature of Application’’ portion of
the table below as follows: 1—Motor
vehicle, 2—Rail freight, 3—Cargo vessel,
4—Cargo aircraft only, 5—Passengercarrying aircraft.

Abstract: The OCC is requesting
comment on its proposed extension,
without change, of the information
collection titled, ‘‘Assessment of Fees—
12 CFR 8.’’ The National Bank Act
authorizes the OCC to collect
assessments, fees, and other charges as
necessary or appropriate to carry out the
responsibilities of the OCC. The OCC
requires independent credit card banks
to pay an additional assessment based
on receivables attributable to accounts
owned by the bank. Independent credit
card banks are national banks that
primarily engage in credit card
operations and are not affiliated with a
full service national bank. The OCC will
require independent credit card banks
to provide the OCC with ‘‘receivables
attributable’’ data. ‘‘Receivables
attributable’’ refers to the total amount of
outstanding balances due on credit card
accounts owned by an independent
credit card bank (the receivables
attributable to those accounts) on the
last day of an assessment period, minus
receivables retained on the bank’s
balance sheet as of that day. The OCC
will use the information to verify the
accuracy of each bank’s assessment
computation and to adjust the
