SUPPLEMENTARY INFORMATION: Notice is hereby given FHWA and other Federal agencies have taken final agency actions subject to 23 U.S.C. 139(l)(1) by issuing licenses, permits, and approvals for the following transportation project in the State of Washington: East Lake Sammamish Trail along the east side of Lake Sammamish from Gilman Boulevard in Issaquah, WA to Bear Creek Trail in Redmond, WA. The project will be an approximately 11mile-long paved trail, providing an alternative non-motorized transportation corridor and recreational trail. The actions by the Federal agencies, and the laws under which such actions were taken, are described in the Final Environmental Impact Statement (FEIS) for the project, approved on April 20, 2010, in the FHWA Record of Decision (ROD) issued on August 4, and in other documents in the FHWA project records. The FEIS, ROD, and other project records are available by contacting FHWA at the addresses provided above. The FHWA FEIS and ROD can be viewed and downloaded from the project Web site at https://www.kingcounty.gov/ eastlakesammamishtrail, or viewed at public libraries in the project area. The NGCC was formed as a working group to facilitate private-sector solutions and recommendations to the ICC (and now the Board) on matters affecting grain transportation. The general purpose of this meeting is to discuss rail carrier preparedness to transport the 2010 fall grain harvest. Agenda items include the following: Remarks by Board Chairman Daniel R. Elliott III, Vice-Chairman Francis P. Mulvey (who serves as Co-Chairman for the NGCC), and Commissioner Charles D. Nottingham; reports by rail carriers and shippers on grain-service related issues; a report by rail car manufacturers PO 00000 Frm 00107 Fmt 4703 Sfmt 4703 and lessors on current and future availability of various grain-car types; a presentation and discussion regarding the development of Positive Train Control; discussion of export grain in intermodal containers; a presentation by the White Paper subcommittee; and an open forum on BNSF Certificates of Transportation (COTs) for Processors, weather’s effect on supply/demand of equipment, and export market impact on U.S. grain car supply.
