Defense Authorization Act for Fiscal
Year 1991 (Pub. L. 101–510) and section
811 of the National Defense
Authorization Act for Fiscal Year 2000
(Pub. L. 106–65) (10 U.S.C. 2302 note).
Participation in the Program is
voluntary.
