AGENCY: The Administrator of the Foreign Agricultural Service (FAS) today accepted and began a review of a petition for trade adjustment assistance filed under the Fiscal Year 2011 program by the University of Rhode Island on behalf of American lobster (Homarus americanus) fishermen who catch and market their lobster in Rhode Island. The Administrator will determine within 40 days whether or not increasing imports of American lobster contributed importantly to a greater than 15-percent decrease in the production value of lobster compared to the average of the three preceding PO 00000 Frm 00005 Fmt 4703 Sfmt 9990 marketing years. If a determination is affirmative, fishermen who land and market American lobster in Rhode Island will be eligible to apply to the Farm Service Agency for free technical assistance and cash benefits. SUMMARY: Pursuant to the provisions of section 10(a)(2) of the Federal 
Advisory Committee Act (Pub. L. 92-463), notice is hereby given that a 
meeting of the Advisory Committee on Emerging Markets will be held on 
September 14, 2010, in Washington, DC. The role of the committee is to 
provide information and advice, based upon knowledge and expertise of 
the members, useful to the U.S. Department of Agriculture (USDA) in 
implementing the Emerging Markets Program. The committee also advises
