Nature and Extent of Confidentiality:
Respondents may request that material
or information submitted to the

Needs and Uses: The Commission
will submit this expiring information
collection to the Office of Management
and Budget (OMB) during this comment
period to obtain the full three year
clearance from them. There is no change
to the reporting and/or third party
disclosure requirements. There is no
change in the Commission’s burden
estimates.
The purpose of the FCC Form 602 is
to obtain the identity of the filer and to
elicit information required by 47 CFR
1.2112 of the Commission’s rules
regarding: 1) Persons or entities holding
a 10 percent or greater direct or indirect
ownership interest or any general
partners in a general partnership
holding a direct or indirect ownership
interest in the applicant (‘‘Disclosable
Interest Holders’’); and 2) All FCC–
regulated entities in which the filer or
any of its Disclosable Interest Holders
owns a 10 percent or greater interest.
The data collected on the FCC Form 602
includes the FCC Registration Number

(FRN), which serves as a ‘‘common link’’
for all filings an entity has with the FCC.
The Debt Collection Improvement Act of
1996 requires that entities filing with
the Commission use a FRN. The FCC
form 602 was designed for, and must be
filed electronically by, all licensees that
hold licenses in auctionable services.
The FCC Form 602 is comprised of
the main form containing information
regarding he filer and the Schedule A is
used to collect ownership data
pertaining to the Disclosable Interest
Holder(s). Each Disclosable Interest
Holder will have a separate Schedule A.
Thus, a filer will submit its FCC Form
602 with multiple copies of Schedule A,
as necessary to list each Disclosable
Interest Holder and associated
information.

Commission’s rules.
Needs and Uses: The Commission
will submit this revised information
collection due to an increase in the
filing fees associated with the FCC Form
601. The annual cost to the respondent
has increased by $4,746,000. This cost
was previously estimated at
$50,664,000.
The FCC Form 601 is a consolidated,
multi–part application form, or ‘‘long
form’’, that is used for general market–
based licensing and site–by–site
licensing for wireless
telecommunications and public safety
services filed through the Commission’s
Universal Licensing System (ULS). FCC
Form 601 is composed of a main form
that contains the administrative
information and a series of schedules
used for filing technical and other
information. Respondents are
encouraged to submit FCC Form 601
electronically and are required to do so
when submitting FCC Form 601 to
apply for an authorization for which the
applicant is the winning bidder in a
spectrum auction.
