The proposed project would occupy federal lands under the jurisdiction of the U.S. Army Corps of Engineers, Mobile District. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of: (1) A new powerhouse containing four turbine-generators with a total combined plant capacity of 25 megawatts; (2) an approximately 10mile-long, 115-kilovolt transmission line connecting the powerhouse to an existing substation; and (3) appurtenant facilities. The proposed powerhouse and adjacent facilities would occupy about 8 acres of land on the levee section of the Corps’ facility, on the Alabama shore, opposite the river from the lock structure.
