On April 29, 2010, Alabama Municipal Electric Authority filed an application for a preliminary permit pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the George W. Andrews Lock and Dam Hydroelectric Project. The proposed project would be located at the existing George W. Andrews Lock and Dam on the Chattahoochee River in Huston County, near the town of Columbia, Alabama. The proposed project would occupy federal lands under the jurisdiction of the U.S. Army Corps of Engineers, Mobile District. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. The proposed powerhouse and adjacent facilities would occupy about 8 acres of land on the levee section of the Corps’ facility, on the Alabama shore, opposite the river from the lock structure.
