The Council represents the interests of the public and private sectors of the sport fishing, boating, and conservation communities and is organized to enhance partnerships among industry, constituency groups, and government. The 18-member Council, appointed by the Secretary of the Interior, includes the Director of the Service and the president of the Association of Fish and Wildlife Agencies, who both serve in ex officio capacities. Other Council members are Directors from State agencies responsible for managing recreational fish and wildlife resources and individuals who represent the interests of saltwater and freshwater recreational fishing, recreational boating, the recreational fishing and boating industries, recreational fisheries resource conservation, Native American tribes, aquatic resource outreach and education, and tourism. The Council will convene to consider: (1) Issues for inclusion in the 2010 to 2012 Strategic Work Plan; (2) the Council’s assessment of the Sport Fish Restoration Boating Access Program; (3) the Council’s assessment of the Fish and Wildlife Service Fisheries Program; (4) the Council’s assessment of the activities of the Recreational Boating and Fishing Foundation in implementing the Strategic Plan for the National Outreach and Communications Program, authorized by the 1998 Sportfishing and Boating Safety Act; and (5) other Council business. SUMMARY: We, the U.S. Fish and Wildlife Service, invite the public to 
comment on the following applications to conduct certain activities 
with endangered species, marine mammals, or both. With some exceptions, 
the Endangered Species Act (ESA) and Marine Mammal Protection Act 
(MMPA) prohibit activities with listed species unless a Federal permit 
is issued that allows such activities. Both laws require that we invite 
public comment before issuing these permits.
