Technical Updates to Applicability of the Supplemental Security Income (SSI) Reduced Benefit Rate for Individuals Residing in Medical Treatment Facilities—20 CFR 416.708(k)—0960–0758. Section 1611(e)(1)(A) of the Social Security Act states no resident of a public institution is eligible for SSI payments. However, Sections 1611(e)(1)(B) and (G) list certain exceptions to this provision that make it necessary for SSA to collect information about any SSI recipient who enters or leaves a medical treatment facility, or other public or private institution. SSA’s regulation 20 CFR 416.708(k) establishes the reporting guidelines that implement this legislative requirement. SSA collects the information to determine eligibility for SSI and the payment amount. Section 202(q) of the Social Security Act provides the authority to reduce benefits under certain conditions when a Title II beneficiary elects to do so. However, reduced benefits are not payable to an already entitled spouse (or divorced spouse) who: • Is at least age 62 and under full retirement age in the month of the number holder’s death; and, • Is receiving reduced spouse’s (or divorced spouse’s) benefits, and either retirement or disability benefits in the month before the month of the number holder’s death. To elect reduced widow(er) benefits, a recipient completes Form SSA–4111. SUMMARY: Notice is hereby given of the following determinations: 
Pursuant to the authority vested in me by the Act of October 19, 1965 
(79 Stat. 985; 22 U.S.C. 2459), Executive Order 12047 of March 27, 
1978, the Foreign Affairs Reform and Restructuring Act of 1998 (112 
Stat. 2681, et seq.; 22 U.S.C. 6501 note, et seq.), Delegation of 
Authority No. 234 of October 1, 1999, and Delegation of Authority No. 
236-3 of August 28, 2000, I hereby determine that the objects to be 
included in the exhibition ``Drawing from Nature: Landscapes by Max 
Liebermann, Lovis Corinth, and Max Slevogt,'' imported from abroad for 
temporary exhibition within the United States, are of cultural 
significance. The objects are imported pursuant to loan agreements with 
the foreign owners or custodians. I also determine that the exhibition 
or display of the exhibit objects at the Museum of Fine Arts, Houston, 
Houston, Texas, from on or about September 12, 2010, until on or about 
December 5, 2010, and at possible additional exhibitions or venues yet 
to be determined, is in the national interest. I have ordered that
