and customs purposes, the Department’s
written description of the scope of the
merchandise is dispositive.
Final Results of Changed Circumstances
Review and Revocation of the Order
Pursuant to sections 751(d)(1) and
782(h)(2) of the Act, the Department
may revoke an antidumping duty order
after conducting a changed
circumstances review under section
751(b) of the Act. Section 751(b)(1)
requires a changed circumstances
review to be conducted upon the receipt
of a request which shows changed
circumstances sufficient to warrant a
review.
We have determined that the
affirmative statement of no interest by
the Paint Applicators concerning the
Order, along with the fact that no other
domestic interested party commented
on the Initiation and Preliminary
Results, constitutes sufficient support
on the part of substantially all domestic
producers of like merchandise to
warrant revocation of this Order.
Therefore, the Department is revoking
the Order on natural bristle paint
brushes and brush heads from the PRC
in accordance with sections 751(d)(1)
and 782(h)(2) the Act and 19 CFR
351.216(d) and 351.222(g)(1)(i).

Effective Date of Revocation
In accordance with section 751(d)(3)
of the Act, and 19 CFR 351.222(g)(4), the
Department will instruct CBP to
terminate the suspension of liquidation
of all unliquidated entries of natural
bristle paint brushes and brush heads
from the PRC, entered or withdrawn
from warehouse, for consumption on or
after the publication of these final
results in the Federal Register and to
refund any estimated antidumping
duties collected on or after the
publication of these final results in the
Federal Register. The Department will
further instruct CBP to refund with
interest any estimated duties collected
with respect to unliquidated entries of
natural bristle paint brushes and brush
heads from the PRC, entered or
withdrawn from warehouse, for
consumption on or after the publication
of these final results in the Federal
Register, in accordance with section 778
of the Act.
This notice is in accordance with
section 777(i)(1) of the Act and 19 CFR
351.216(e) and 351.222(g)(3)(vii).

Pursuant to Section 6(c) of the
Educational, Scientific and Cultural
Materials Importation Act of 1966 (Pub.
L. 89–651; as amended by Pub. L. 106–
36; 80 Stat. 897; 15 CFR part 301), the
Department of Commerce and the
Department of Homeland Security
determine, inter alia, whether
instruments of equivalent scientific
value, for the purposes for which the
instruments shown below are intended
to be used, are being manufactured in
the United States as well as whether the
instrument or apparatus is for the
exclusive use of the applicant
institution and is not intended to be
used for commercial purposes.
On July 16, 2010, Northwestern
University officials notified the
Department that they wished to
withdraw the above–referenced
application for duty–free entry of a
scientific instrument. They noted that
the instrument will be used at a show/
demonstration. As noted in the
regulations at section 301.4(a)(3), in
order for an application to be
considered within the scope of the Act
and the regulations, the instrument or
apparatus must be for the exclusive use
of the applicant institution and is not
intended to be used for commercial
purposes. For the purposes of this
section, commercial uses would include
the use of the instrument for
demonstration purposes in return for a
fee.
Therefore, the Department of Commerce
has discontinued the processing of this
application, in accordance with section
