Abstract: 10 CFR Part 52 establishes requirements for the granting of ESPs, certifications of standard NPP designs, and licenses which combine in a single license a construction permit, and an operating license with conditions, OLs, MLs, SDAs, and preapplication reviews of site suitability issues. Part 52 also establishes requirements for renewal of those approvals, permits, certifications, and licenses; amendments to them; exemptions from certifications; and variances from ESPs. NRC uses the information collected to assess the adequacy and suitability of an applicant’s site, plant design, construction, training and experience, plans and procedures for the protection of public health and safety. The NRC review of such information and the findings derived from that information form the basis of NRC decisions and actions concerning the issuance, modification or revocation of site permits, DCs, COLs, and MLs for NPPs. Seabrook Station is located 13 miles south of Portsmouth, NH. The current operating license for Seabrook Station expires on March 15, 2030. The application for renewal, dated May 25, 2010, was submitted pursuant to Title 10 of the Code of Federal Regulations (10 CFR) Part 54, which included an environmental report (ER). A separate notice of receipt and availability of the application was published in the Federal Register on June 16, 2010 (75 FR 34180). A notice of acceptance for docketing of the application and opportunity for hearing regarding renewal of the facility operating license is also being published in the Federal Register. The purpose of this notice is to inform the public that the U.S. Nuclear Regulatory Commission (NRC) will be preparing an environmental impact statement (EIS) related to the review of the license renewal application and to provide the public an opportunity to participate in the environmental scoping process, as defined in 10 CFR 51.29. As outlined in 36 CFR 800.8, ‘‘Coordination with the National Environmental Policy Act,’’ the NRC plans to coordinate compliance with Section 106 of the National Historic Preservation Act (NHPA) in meeting the requirements of the National Environmental Policy Act of 1969 (NEPA). Pursuant to 36 CFR 800.8(c), the NRC intends to use the NEPA process and documentation for the preparation of the EIS on the proposed action to comply with Section 106 of the NHPA in lieu of the procedures set forth at 36 CFR 800.3 through 800.6.
