Abstract: The New Source
Performance Standards (NSPS) for the
Magnetic Tape Coating Facilities (40
CFR part 60, subpart SSS) were
proposed on January 22, 1986, and
promulgated on October 3, 1988. The
affected entities are subject to the
General Provisions of the NSPS at 40
CFR part 60, subpart A and any changes,
or additions to the Provisions specified
at 40 CFR part 60, subpart SSS. Owners
or operators of the affected facilities
must make an initial notification,
performance tests, periodic reports, and
maintain records of the occurrence and
duration of any startup, shutdown, or
malfunction in the operation of an
affected facility, or any period during
which the monitoring system is
inoperative. Reports, at a minimum, are
required semiannually.

Burden Statement: The annual public
reporting and recordkeeping burden for
this collection of information is
estimated to average 88 hours per
response. Burden means the total time,
effort, or financial resources expended
by persons to generate, maintain, retain,
or disclose or provide information to or
for a Federal agency. This includes the
time needed to review instructions;
develop, acquire, install, and utilize
technology and systems for the purposes
of collecting, validating, and verifying
information, processing and
maintaining information, and disclosing
and providing information; adjust the
existing ways to comply with any
previously applicable instructions and
requirements which have subsequently
changed; train personnel to be able to
respond to a collection of information;
search data sources; complete and
review the collection of information;
and transmit or otherwise disclose the
information.

Estimated Number of Respondents: 6.
Frequency of Response: Initially,
occasionally, quarterly, and
semiannually.
Estimated Total Annual Hour Burden:
2,017.

$277,224, which includes $190,824 in
labor costs, $33,600 in capital/startup
costs, and $52,800 in operation and
maintenance (O&M) costs.
Changes in the Estimates: There is no
change in the labor hours to the
respondents in this ICR compared to the
previous ICR because the regulations
have not changed over the past three
years and are not anticipated to change
over the next three years. Since this ICR
renewal was approved to be processed
under the ‘‘Expedited Approach’’ option,
EPA has maintained the same estimate
for the number of sources currently
subject to this standard as indicated in
the most recently approved ICR.
Therefore, the labor hours figures in the
previous ICR reflect the current burden
to the respondents and are reiterated in
this ICR. However, there is a decrease
number of respondents currently
identified in the OMB Inventory of
Approved ICR Burdens.

Certain New Chemicals; Receipt and
Status Information

ACTION: Notice.
SUMMARY: Section 5 of the Toxic
Substances Control Act (TSCA) requires
any person who intends to manufacture
(defined by statute to include import) a
new chemical (i.e., a chemical not on
the TSCA Inventory) to notify EPA and
comply with the statutory provisions
pertaining to the manufacture of new
chemicals. Under sections 5(d)(2) and
5(d)(3) of TSCA, EPA is required to
publish a notice of receipt of a
premanufacture notice (PMN) or an
application for a test marketing
exemption (TME), and to publish
periodic status reports on the chemicals
under review and the receipt of notices
of commencement to manufacture those
chemicals. This status report, which
covers the period from May 30, 2010 to
June 18, 2010, consists of the PMNs
pending or expired, and the notices of
commencement to manufacture a new
chemical that the Agency has received
under TSCA section 5 during this time
period.
