Funds Available: Up to $180,000 is
available for this project, subject to
available funding, but preference will be
given to applicants who provide the
most cost efficient solutions in
accomplishing the scope of work.
Determination will be made based on
best value to the Government, not
necessarily the lowest bid. Funds may
only be used for the activities that are
directly related to the project.
Eligibility of Applicants: An eligible
applicant is any public or private
agency, educational institution,
organization, individual, or team with
expertise in the described areas.
This project will be a collaborative
venture with the NIC Research and
Evaluation Division.
Review Considerations: Applications
received under this announcement will
be subject to the NIC Review Process.
The criteria for the evaluation of each
application will be as follows: 1.
Programmatic (40%). Are all of the tasks
adequately discussed? Is there a clear
statement of how each of the tasks will
be accomplished, including the staffing,
resources, and strategies to be
employed? Are there any innovative
approaches, techniques, or design
aspects proposed that will enhance the
project? 2. Organizational (35%). Do the
skills, knowledge, and expertise of the
organization and the proposed project
staff demonstrate a high level of
competency to carry out the tasks? Does
the applicant organization have the
necessary experience and organizational
capacity to carry out all five goals of the
project? Are the proposed project
management and staffing plans realistic
and sufficient to complete the project
within the 18-month timeframe? 3.
Project Management/Administration
(25%). Does the applicant identify
reasonable objectives, milestones, and
measures to track progress? If
consultants and/or partnerships are
proposed, is there a reasonable
justification for their inclusion in the
project and a clear structure to ensure
effective coordination? Is the proposed
budget realistic, does it provide
sufficient cost detail/narrative, and does
it represent good value relative to the
anticipated results?
Note: NIC will NOT award a cooperative
agreement to an applicant who does not have
a Dun and Bradstreet Database Universal
Number (DUNS) and is not registered in the
Central Contractor Registry (CCR).

In accordance with Section 223 of the
Trade Act of 1974, as amended (‘‘Act’’),
19 U.S.C. 2273, the Department of Labor
issued a Certification of Eligibility to
Apply for Worker Adjustment
Assistance on August 28, 2009,
applicable to workers of Sypris
Technologies Marion, LLC, Marion,
Ohio. The notice was published in the
Federal Register on November 5, 2009
(74 FR 57341).
At the request of the State Agency, the
Department reviewed the certification
for workers of the subject firm. The
workers are engaged in the production
on drive train parts for the heavy truck
industry.
The review shows that on June 4,
2007, a certification of eligibility to
apply for adjustment assistance was
issued for all workers of Sypris
Technologies Marion, LLC, Marion,
Ohio, separated from employment on or
after April 24, 2006 through June 4,
2009. The notice was published in the
Federal Register on March 7, 2008 (73

In order to avoid an overlap in worker
group coverage, the Department is
amending the June 4, 2008 impact date
established for TA–W–71,000, to read

Certification of Eligibility to Apply for Worker Adjustment Assistance
