B. How and to whom do i submit
comments?
You may submit comments as
provided in the ADDRESSES section.
Please ensure that your comments are
submitted within the specified comment
period. Comments received after the
close of the comment period will be
marked ‘‘late.’’ EPA is not required to
consider these late comments.
If you submit an electronic comment,
EPA recommends that you include your
name, mailing address, and an e-mail
address or other contact information in
the body of your comment and with any
disk or CD ROM you submit. This
ensures that you can be identified as the
submitter of the comment and allows
EPA to contact you in case EPA cannot
read your comment due to technical
difficulties or needs further information
on the substance of your comment. Any
identifying or contact information
provided in the body of a comment will
be included as part of the comment that
is placed in the official public docket,
and made available in EPA’s electronic
public docket. If EPA cannot read your
comment due to technical difficulties
and cannot contact you for clarification,
EPA may not be able to consider your
comment.
Use of the https://www.regulations.gov
Web site to submit comments to EPA
electronically is EPA’s preferred method
for receiving comments. The electronic
public docket system is an ‘‘anonymous
access’’ system, which means EPA will
not know your identity, e-mail address,
or other contact information unless you
provide it in the body of your comment.
In contrast to EPA’s electronic public

SUMMARY: Notice is hereby given that
the Federal Deposit Insurance
Corporation (Corporation) has been
appointed the sole receiver for the
following financial institutions effective
as of the Date Closed as indicated in the
listing. This list (as updated from time
to time in the Federal Register) may be
relied upon as ‘‘of record’’ notice that the
Corporation has been appointed receiver
for purposes of the statement of policy
published in the July 2, 1992 issue of
the Federal Register (57 FR 29491). For
further information concerning the
identification of any institutions which
have been placed in liquidation, please
visit the Corporation Web site at https://

Formations of, Acquisitions by, and

The companies listed in this notice
have applied to the Board for approval,
pursuant to the Bank Holding Company
Act of 1956 (12 U.S.C. 1841 et seq.)
(BHC Act), Regulation Y (12 CFR Part
225), and all other applicable statutes
and regulations to become a bank
holding company and/or to acquire the
assets or the ownership of, control of, or
the power to vote shares of a bank or
bank holding company and all of the
banks and nonbanking companies
owned by the bank holding company,
including the companies listed below.
The applications listed below, as well
as other related filings required by the
Board, are available for immediate
inspection at the Federal Reserve Bank
indicated. The applications also will be
available for inspection at the offices of
the Board of Governors. Interested
persons may express their views in
writing on the standards enumerated in
the BHC Act (12 U.S.C. 1842(c)). If the
proposal also involves the acquisition of
a nonbanking company, the review also
includes whether the acquisition of the
nonbanking company complies with the
standards in section 4 of the BHC Act
(12 U.S.C. 1843). Unless otherwise
noted, nonbanking activities will be
conducted throughout the United States.

ACTION: Notice of meetings.
This notice announces forthcoming
subcommittee meetings of a Federal
advisory committee of the Office of the
National Coordinator for Health
Information Technology (ONC). The
meetings will be open to the public via
dial-in access only.
Name of Committees: HIT Standards
Committee’s Workgroups: Clinical
Operations Vocabulary, Clinical
Quality, Implementation, and Privacy &
Security workgroups.
General Function of the Committee:
To provide recommendations to the
National Coordinator on standards,
implementation specifications, and
certification criteria for the electronic
exchange and use of health information
for purposes of adoption, consistent
with the implementation of the Federal
Health IT Strategic Plan, and in
accordance with policies developed by
the HIT Policy Committee.
Date and Time: The HIT Standards
Committee Workgroups will hold the
following public meetings during July
2010: July 14th Clinical Operations/
Vocabulary Task Force, 3 p.m. to 5 p.m.
ET; and July 22nd Clinical Operations
Workgroup, 11 a.m. to 1 p.m. ET.
Location: All workgroup meetings
will be available via webcast; visit http:

Agenda: The workgroups will be
discussing issues related to their
specific subject matter, e.g., clinical
operations vocabulary standards,
clinical quality measure,
implementation opportunities and
challenges, and privacy and security
standards activities. If background
materials are associated with the
workgroup meetings, they will be
posted on ONC’s Web site prior to the
meeting at https://healthit.hhs.gov.
Procedure: Interested persons may
present data, information, or views,
orally or in writing, on issues pending
before the workgroups. Written
submissions may be made to the contact
person on or before two days prior to
the workgroups’ meeting date. Oral
comments from the public will be
scheduled at the conclusion of each
workgroup meeting. Time allotted for
each presentation will be limited to
three minutes. If the number of speakers
requesting to comment is greater than
can be reasonably accommodated
during the scheduled open public
session, ONC will take written
comments after the meeting until close
of business on that day.
