The Commission is of the opinion that

companies. Therefore, it is ordered,
pursuant to Section 12(k) of the
Securities Exchange Act of 1934, that
trading in the securities of the abovelisted companies is suspended for the
period from 9:30 a.m. EDT on June 15,
2010, through 11:59 p.m. EDT on June
28, 2010.

Determination Under Subsection
402(d)(1) of the Trade Act of 1974, as
Amended; Continuation of Waiver
Authority for Belarus
Pursuant to the authority vested in the
President under the Trade Act of 1974,
as amended, Public Law 93–618, 88
Stat. 1978 (hereinafter ‘‘the Act’’), and
assigned to the Secretary of State by
virtue of Section 1(a) of Executive Order
13346 of July 8, 2004, I determine,
pursuant to Section 402(d)(1) of the Act,
19 U.S.C. 2432(d)(1), that the further
extension of the waiver authority
granted by Section 402 of the Act will
substantially promote the objectives of
Section 402 of the Act. I further
determine that continuation of the
waiver applicable to Belarus will
substantially promote the objectives of
Section 402 of the Act.
This determination shall be published
in the Federal Register.

Pursuant to the authority vested in me
as Deputy Secretary of State, including
by section 7073(a) of the Department of
State, Foreign Operations, and Related
Programs Appropriations Act, 2010
(Div. H, Pub. L. 111–117) (the Act),
Executive Order 13118 of March 31,
1999, and State Department Delegation
of Authority No. 245–1, I hereby
determine that it is in the national
security interest of the United States to
make available funds appropriated
under the heading ‘‘Assistance for
Europe, Eurasia and Central Asia’’ of the
Act, without regard to the restriction in
section 7073(a).
This determination shall be reported
to the Congress and published in the
Federal Register.

Issuance of an Amended Presidential
Permit Authorizing the Construction,
Operation, and Maintenance of a TwoSpan International Bridge Near
Brownsville, Texas, at the International
Boundary Between the United States
and Mexico
SUMMARY: At the request of the
permittee, the Department of State has
amended the Presidential permit,
originally issued in 1993, that
authorizes Cameron County, Texas to
construct, operate, and maintain an
international bridge known as ‘‘Veterans
Bridge at Los Tomates’’ near
Brownsville, Texas, at the international
boundary between the United States and
Mexico. The amendment allows the
permittee to build a second adjacent
bridge, essentially identical to the
existing four-lane bridge, to
accommodate increasing traffic volume,
to improve pedestrian safety, and to
allow more efficient separation of
different types of traffic as it approaches
the border inspection station owned by
the General Services Administration
and operated by the Department of
Homeland Security/Customs and Border
Protection. In making its determination
