Abstract of proposed collection:
The Form DS–2031 is necessary to
document imports of shrimp pursuant
to the State Department’s
implementation of Section 609 of Public
Law 101–162, which prohibits the entry
into the United States of shrimp
harvested in ways which are harmful to
sea turtles. Respondents are shrimp
exporters and government officials in
countries which export shrimp to the
United States. The DS 2031 Form is to
be retained by the importer for a period
of three years subsequent to entry, and
during that time is to be made available
to U.S. Customs and Border Protection
or the Department of State upon request.
Methodology:
The DS–2031 form is completed by
the exporter, the importer, and under
certain conditions a government official
of the exporting country. The DS–2031
Form accompanies shipment of shrimp
and shrimp products to the United
States and is to be made available to
U.S. Customs and Border Protection at
the time of entry.

Pursuant to the authority vested in me
as Secretary of State, including under
section 7072(c) of the Department of
State, Foreign Operations, and Related
Programs Appropriations Act, 2010
(Div. F, Pub. L. 111–117), and the
President’s Delegation of
Responsibilities Related to the Federal
Republic of Yugoslavia, dated March 22,
2001, I hereby determine and certify
that the Government of Serbia is:
(1) Cooperating with the International
Criminal Tribunal for the former

Yugoslavia, including access for
investigators, the provision of
documents, timely information on the
location, movement, and sources of
financial support of indictees, and the
surrender and transfer of indictees or
assistance in their apprehension,
including Ratko Mladic;
(2) Taking steps that are consistent
with the Dayton Accords to end Serbian
financial, political, security and other
support which has served to maintain
separate Republika Srpska institutions;
and
(3) Taking steps to implement
policies, which reflect a respect for
minority rights and the rule of law.
This Determination and related
Memorandum of Justification shall be
provided to the appropriate committees
of the Congress. This Determination
shall be published in the Federal
Register.

ACTION: Monthly Notice of PFC
Approvals and Disapprovals. In May
2010, there were seven applications
approved. Additionally, 22 approved
amendments to previously approved
applications are listed.
SUMMARY: The FAA publishes a monthly
notice, as appropriate, of PFC approvals
and disapprovals under the provisions
of the Aviation Safety and Capacity
Expansion Act of 1990 (Title IX of the
Omnibus Budget Reconciliation Act of
1990) (Pub. L. 101–508) and Part 158 of
the Federal Aviation Regulations (14
CFR Part 158). This notice is published
pursuant to paragraph d of § 1A158.29.

that approximately 6,628 square feet of
space identified by the public agency as
being totally or partially eligible was
totally ineligible for PFC funding. In
