    Take notice that on May 27, 2010, pursuant to sections 206 and 306 

of the Federal Power Act and Rule 206 of the Rules of Practice and 

Procedure of the Federal Energy Regulatory Commission (Commission or 

FERC), 18 CFR 385.206, TC Ravenswood, LLC (Complainant) filed a 

complaint against New York Independent System Operator, Inc. (NYISO) 

(Respondent), requesting FERC order the NYISO to reimburse TC 

Ravenswood, LLC, as required by section 4.1.7a of the NYISO Services 

Tariff for the variable costs, inclusive of interest it incurred during 

June, July, August, and September 2009 to respond to NYISO orders to
