SUMMARY: On April 29, 2010, the
Federal Maritime Commission issued a
Notice of Proposed Rulemaking
(NPRM), which appeared in the Federal
Register on May 7, 2010, proposing a
new exemption for non-vessel-operating
common carriers agreeing to negotiated
rate arrangements from certain
provisions and requirements of the
Shipping Act of 1984 and certain
provisions and requirements of the
Commission’s regulations. The
Commission will hold a public meeting
to receive oral comments and allow
participants to field questions from the
Commission concerning the proposed
rule.

SUMMARY: In this Notice of Proposed
Rulemaking (NPRM), the Commission
seeks comment on revisions to the
Commission’s rules governing the
construction, marking, and lighting of
antenna structures. The Commission
initiates this proceeding to update and
modernize the Commission’s rules.
