determine which applications are
eligible to be read based on whether
they have met eligibility and other
statutory and regulatory requirements.
For the grant reviews, the Department
will use independent reviewers from
various backgrounds and professions
including: Pre-kindergarten–12 teachers
and principals, college and university
educators, researchers and evaluators,
social entrepreneurs, strategy
consultants, grant makers and managers,
community development practitioners
(in areas such as health or safety), and
others with education expertise. The
Department will thoroughly screen all
reviewers for conflicts of interest to
ensure a fair and competitive review
process.
Reviewers will read, prepare a written
evaluation, and score the applications
assigned to their panel, using the
selection criteria provided in this
notice.
For applications addressing Absolute
Priority 1, Absolute Priority 2, and
Absolute Priority 3, the Secretary
prepares a rank order of applications for
each absolute priority based solely on
the evaluation of their quality according
to the selection criteria. In accordance
with 34 CFR 75.217(d), the Secretary
will make final awards after considering
the rank ordering and other information
including an applicant’s performance
and use of funds and compliance
history under a previous award under
any Department program. In making
awards under any future competitions,
the Secretary will consider an
applicant’s past performance.
VI. Award Administration Information
1. Award Notices: If your application
is successful, we notify your U.S.
Representative and U.S. Senators and
send you a Grant Award Notification
(GAN). We may notify you informally
also.
If your application is not evaluated or
not selected for funding, we notify you.
2. Administrative and National Policy
Requirements: We identify
administrative and national policy
requirements in the application package
and reference these and other
requirements in the Applicable
Regulations section of this notice.
We reference the regulations outlining
the terms and conditions of an award in
the Applicable Regulations section in
this notice and include these and other
specific conditions in the GAN. The
GAN also incorporates your approved
application as part of your binding
commitments under the grant.
3. Reporting: At the end of your
project period, you must submit a final
performance report, including financial

information, as directed by the
Secretary. The Secretary may also
require more frequent performance
reports under 34 CFR 75.720(c). For
specific requirements on reporting,
please go to https://www.ed.gov/fund/

4. Performance Measures: The
Secretary has established one
performance indicator: The percentage
of planning grantees that produce a
high-quality plan as measured by their
receiving at least 90 percent of the total
possible points in the competition for
FY 2011 implementation grants. All
grantees will be required to submit a
final performance report documenting
their contribution in assisting the
Department in measuring the
performance of the program against this
indicator, as well as other information
requested by the Department.
