SUMMARY: The Treasury Department’s
Office of Foreign Assets Control
(‘‘OFAC’’) is publishing the name of five
individuals whose property and
interests in property have been blocked
pursuant to Executive Order 13413 of
October 27, 2006, ‘‘Blocking Property of
Certain Persons Contributing to the
Conflict in the Democratic Republic of
Congo’’.
DATES: The designation by the Director
of OFAC of the five individuals
identified in this notice, pursuant to
Executive Order 13413 of October 27,
2006, is effective on April 28, 2010.

‘‘Order’’) pursuant to, inter alia, the
International Emergency Economic
Powers Act (50 U.S.C. 1701 et seq.)
(IEEPA), section 5 of the United Nations
Participation Act, as amended (22
U.S.C. 287c) (UNPA), and section 301 of
title 3, United States Code. In the Order,
the President found that the situation in
the Democratic Republic of the Congo
constitutes an unusual and
extraordinary threat. The President
identified seven individuals as subject
to the economic sanctions in the Annex
to the Order.
Section 1 of the Order blocks, with
certain exceptions, all property and
interests in property that are in, or
thereafter come within, the United
States, or within the possession or
control of United States persons, of the
persons listed in the Annex, as well as
those persons determined by the
Secretary of the Treasury, after
consultation with the Secretary of State,
to meet any of the criteria set forth in
subparagraphs (a)(i)–(a)(ii)(G) of Section
1.
On April 28, 2010, the Director of
OFAC exercised the Secretary of the
Treasury’s authority to designate,
pursuant to one or more of the criteria
set forth in Section 1 of the Order, the
individuals listed below, whose
property and interests in property are
blocked pursuant to E.O. 13413.

The purpose of the Merit Review
Board is to provide advice on the
scientific quality, budget, safety and
mission relevance of investigatorinitiated research proposals submitted
for VA merit review consideration.
Proposals submitted for review by the
Board involve a wide range of medical
specialties within the general areas of
biomedical, behavioral and clinical
science research.
The panel meetings will be open to
the public for approximately one hour at
the start of each meeting to discuss the
general status of the program. The
remaining portion of each panel meeting
will be closed to the public for the
review, discussion, and evaluation of
initial and renewal research proposals.
The closed portion of each meeting
involves discussion, examination,
reference to staff and consultant
critiques of research proposals. During
this portion of each meeting, discussion
and recommendations will deal with
qualifications of personnel conducting
the studies, the disclosure of which
would constitute a clearly unwarranted
invasion of personal privacy, as well as
research information, the premature
disclosure of which could significantly
frustrate implementation of proposed
agency action regarding such research
proposals.
