SUMMARY: The Wrangell-Petersburg
Resource Advisory Committee will meet
in Wrangell, Alaska. The committee is
meeting as authorized under the Secure
Rural Schools and Community SelfDetermination Act (Pub. L. 110–343)
and in compliance with the Federal
Advisory Committee Act. The purpose
of the meeting is to review project
proposals and make project funding
recommendations.
DATES: The meeting will be held Friday,
May 7 from 9 a.m. to 5 p.m., and on
Saturday, May 8th from 9 a.m. to 2 p.m.

the James and Elsie Nolan Center in
Wrangell, Alaska. Written comments

Request for Applications (RFA) at

Medicine Loan Repayment Program

SUPPLEMENTARY INFORMATION: On
October 1, 2009, all programs and
authorities delegated to the Cooperative
State Research, Education, and
Extension Service (CSREES) were
transferred to the NIFA per section
7511(f) of the Food, Conservation, and
Energy Act of 2008 [Pub. L. 110–246].
Background and Purpose
In January 2003, the National
Veterinary Medical Service Act
(NVMSA) was passed into law adding
section 1415A to the National
Agricultural Research, Extension, and
Teaching Policy Act of 1997
(NARETPA). This law established a new
Veterinary Medicine Loan Repayment
Program (7 U.S.C. 3151a) authorizing
the Secretary of Agriculture to carry out
a program of entering into agreements
with veterinarians under which they
agree to provide veterinary services in
veterinarian shortage situations. In
November 2005, the Agriculture, Rural
Development, Food and Drug
Administration, and Related Agencies
Appropriations Act, 2006 (Pub. L. 109–
97) appropriated $495,000 for CSREES
to implement the VMLRP and
represented the first time funds had
been appropriated for this program.
In February 2007, the Revised
Continuing Appropriations Resolution,
2007 (Pub. L. 110–5) appropriated an
additional $495,000 to CSREES for
support of the program, in December
2007, the Consolidated Appropriations
Act, 2008 appropriated an additional
$868,875 to CSREES for support of this
program, and on March 11, 2009, the
Omnibus Appropriations Act, 2009
(Pub. L. 111–8) was enacted, providing
an additional $2,950,000, for the
VMLRP. In October 2009, the President
signed into law, Public Law 111–80,
Agriculture, Rural Development, Food
and Drug Administration, and Related
Agencies Appropriations Act of 2010,
which appropriated $4,800,000 for the
VMLRP.
Section 7105 of the Food,
Conservation, and Energy Act of 2008,
Public Law 110–246, (FCEA) amended
section 1415A to revise the
determination of veterinarian shortage
