Nature and Extent of Confidentiality:
There is no need for confidentiality.
Needs and Uses: The Commission
will submit this expiring information
collection to the Office of Management
and Budget (OMB) after this comment
period to obtain the full three year
clearance from them. There is no change
in the reporting and/or recordkeeping
requirements. The Commission has
adjusted the total annual burden by 44
hours and $6,000 in annual costs which
is due to 11 additional respondents.
Therefore, the total annual burden has
been recalculated and increased to 264
hours.
Section 90.665 requires each Major
Trading Area (MTA) licensee in the
896–901/935–940 MHz bands must,
three years from the date of license
grant, construct and place into operation
a sufficient number of base stations to
provide coverage to at least one–third of
the population of the MTA. Further,
each MTA licensee must provide
coverage to at least two–thirds of the
population of the MTA five years from
the date of license grant. Alternatively,
a MTA licensee must demonstrate,
through a showing to the Commission
five years from the date of license grant,
that it is providing substantial service.
The MTA licensee must also
demonstrate that other substantial
service benchmarks will be met.
The information verifying
construction requirement will be used
by the Commission to determine
whether the licensee has met the 900
MHz MTA construction requirements.
Information will be submitted on FCC
Form 601 (OMB Control No. 3060–0798)
electronically.
