On February 26, 2010, and revised April 9, 2010, the City of Sandpoint filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the Little Sand Creek Hydroelectric Project located on Little Sand Creek in Bonner County, Idaho. The existing dam is owned and operated by the City of Sandpoint. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land-disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) An existing 50-footlong, 30-foot-high concrete gravity dam; (2) a 0.15-acre reservoir; (3) an existing 2,500-foot-long 18-inch diameter steel intake pipe running from the dam to the water treatment plant will act as the project’s penstock; (4) a powerhouse next to the water treatment plant containing a Pelton turbine and a 65kilowatt generator; and (5) appurtenant facilities.
