Federal Advisory Committee Act, as
amended (5 U.S.C. app. 2 section
(10)(d)), that the portion of the meeting
dealing with matters the disclosure of

financial information deemed privileged
or confidential as described in 5 U.S.C.
552b(c)(4) and the portion of the
meeting concerning matters the
disclosure of which would be likely to
frustrate significantly implementation of
an agency action as described in 5
U.S.C. 552b(c)(9)(B) shall be exempt
from the provisions relating to public
meetings found in 5 U.S.C. app. 2
§§ 10(a)(1) and 10(a)(3). The remaining
portions of the meeting will be open to
the public.

AGENCY: Import Administration,
International Trade Administration,
Department of Commerce.
SUMMARY: In response to requests from
interested parties, the Department of
Commerce (‘‘the Department’’) is
conducting an administrative review of
the antidumping duty order on
magnesium metal from the People’s
Republic of China (‘‘PRC’’), covering the
period April 1, 2008, through March 31,
2009. This administrative review covers
one exporter of the subject merchandise.
We have preliminarily determined
that the respondent in this
administrative review has not made
sales in the United States at prices
below normal value during the period of
review (‘‘POR’’). If these preliminary
results are adopted in our final results
of this review, we will instruct U.S.
Customs and Border Protection (‘‘CBP’’)
to liquidate entries of subject
merchandise during the POR without
regard to antidumping duties.
We invite interested parties to
comment on these preliminary results.
Parties who submit comments are
requested to submit with each argument
a summary of the argument. We intend
to issue the final results no later than
120 days from the date of publication of
this notice, pursuant to section
751(a)(3)(A) of the Tariff Act of 1930, as
amended (‘‘the Act’’).

Background
On May 12, 1995, the Department
published in the Federal Register the
antidumping duty order on magnesium
metal from the PRC.1 On April 1, 2009,
