The AP has previously consulted with NMFS on Amendment 1 to the Billfish FMP (April 1999), the HMS FMP (April 1999), Amendment 1 to the HMS FMP (December 2003), the Consolidated HMS FMP (October 2006), and Amendments 1, 2, and 3 to the Consolidated HMS FMP (April and October 2008, and February and September 2009). At the May 2010 AP meeting, NMFS plans to discuss the management measures in Amendment 3 to the 2006 Consolidated HMS FMP for small coastal, shortfin mako, and smoothhound sharks, and conduct working group sessions regarding Atlantic bluefin tuna, sharks, and swordfish buoy gear fishery management. SUMMARY: In response to requests by interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain hot-rolled flat-rolled carbon quality steel products (hot-rolled steel) from Brazil. The review covers Usinas Siderurgicas de Minas Gerais (USIMINAS) and its subsidiary Companhia Siderurgica Paulista (COSIPA) (hereafter referred to as USIMINAS/COSIPA). The period of review (POR) is March 1, 2008, through February 28, 2009. We preliminarily determine that the sale of hot-rolled steel from Brazil has been made below normal value (NV) by USIMINAS/COSIPA during the POR. If these preliminary results are adopted in our final results of administrative review, we will issue appropriate assessment instructions to U.S. Customs and Border Protection (CBP). Interested parties are invited to comment on these preliminary results. See ‘‘Preliminary Results of Review,’’ below. The Department intends to issue the final results no later than 180 days from the date of publication of this notice, pursuant to section 751(a)(3)(A) of the Tariff Act of 1930, as amended (the Act).
