SUMMARY: This notice amends the notice
of a major disaster declaration for the
State of Nebraska (FEMA–1878–DR),
dated February 25, 2010, and related
determinations.

SUPPLEMENTARY INFORMATION: The notice
of a major disaster declaration for the
State of Nebraska is hereby amended to
include the following areas among those
areas determined to have been adversely
affected by the event declared a major
disaster by the President in his
declaration of February 25, 2010.
Boone, Boyd, Cedar, Colfax, Cuming,
Dixon, Fillmore, Frontier, Furnas, Gosper,
Greeley, Harlan, Holt, Howard, Knox, Loup,
Merrick, Nuckolls, Pierce, Platte, Polk,
Richardson, Sarpy, and Wayne Counties for
Public Assistance.
Platte and Sarpy Counties for emergency
protective measures (Category B), including
snow assistance, under the Public Assistance
program for any continuous 48-hour period
during or proximate to the incident period.
The following Catalog of Federal Domestic
Assistance Numbers (CFDA) are to be used
for reporting and drawing funds: 97.030,

SUMMARY: The Delaware River and Bay
Oil Spill Advisory Committee
(DRBOSAC) will meet in Philadelphia,
PA to discuss and approve DRBOSAC’s
report on oil spill prevention and
response strategies for the Delaware
River and Bay. This meeting will be
open to the public.
DATES: The Committee will meet on
Wednesday, April 28, 2010, from 10
a.m. to 4 p.m. This meeting may close
early if all business is finished. Written
material, requests to make oral
presentations, and requests to have a
copy of your material distributed to
each member of the committee should
reach the Coast Guard on or before April
20, 2010.

Procedural
This meeting is open to the public.
All persons entering the building will
have to present identification and may

presentations during the meeting when
given the opportunity to do so. Members
of the public may seek pre-approval for
their oral presentations by contacting
the Coast Guard no later than April 20,
2010. The public may file written
statements with the committee; written
material should reach the Coast Guard
no later than April 20, 2010. If you
would like a copy of your material
distributed to each member of the
committee, please submit 35 copies to

Budget (OMB) for review and approval.
We consolidated this information
collection request (ICR) and ICR 1010–
0090, Stripper Royalty Rate Reduction
Notification, in order to allow programwide review of Federal oil and gas
valuation. The new title of this ICR is
‘‘30 CFR parts 202, 204, 206, and 210,
Federal Oil and Gas Valuation.’’

Abstract: The Secretary of the U.S.
Department of the Interior is responsible
for mineral resource development on
Federal and Indian lands and the Outer
Continental Shelf (OCS). The Secretary
is required by various laws to manage
mineral resource production from
Federal and Indian lands and the OCS,
collect the royalties and other mineral
revenues due, and distribute the funds
collected in accordance with applicable
laws. Public laws pertaining to mineral
leases on Federal and Indian lands are
posted on our Web site at https://

General Information
When a company or an individual
enters into a lease to explore, develop,
produce, and dispose of minerals from
Federal or Indian lands, that company
or individual agrees to pay the lessor a
share in an amount or value of
production from the leased lands. The
lessee is required to report various kinds
of information to the lessor relative to
the disposition of the leased minerals.
