Federal Register / Vol. 75, No. 57 / Thursday, March 25, 2010 / Notices
CFR 351.214(i)(1) require the
Department to issue the preliminary
results of a new shipper review within
180 days after the date on which the
new shipper review was initiated and
the final results of a review within 90
days after the date on which the
preliminary results were issued. The
Department may, however, extend the
deadline for completion of the final
results of a new shipper review to 150
days if it determines that the case is
extraordinarily complicated. See section
751(a)(2)(B)(iv) of the Act, and 19 CFR
351.214(i)(2).
The Department has determined that
the review is extraordinarily
complicated because of issues related to
surrogate valuation and other
calculation-related issues. In addition,
based on the Department’s extension of
the briefing schedule and the additional
information that must be analyzed, the
final results of this new shipper review
cannot be completed within the
statutory time limit of 90 days.
Accordingly, the Department is
extending the time limit for the
completion of the final results by 60
days until June 14, 2010, in accordance
with section 751(a)(2)(B)(iv) of the Act
and 19 CFR 351.214(i)(2).
This notice is issued and published in
accordance with section 751(a)(1) of the
Act and 19 CFR 351.214(i)(2).
Dated: March 19, 2010.
John M. Andersen,
Acting Deputy Assistant Secretary for
Antidumping and Countervailing Duty
Operations.

September 29, 2009 (74 FR 56999),
authorized long-term behavioral,
physiological, and life history research
studies on northern elephant seals
(Mirounga angustirostris) through

(Permit No. 87–1743–06) authorizes the
permit holder to increase the number of
weaned pups weighed, measured, and
tagged in order to study the effects of a
˜
current El Nino event. This amendment
has been issued prior to close of the
public comment period for the
application (75 FR 13257), pursuant to

On
November 18, 2009, notice was
published in the Federal Register (74
FR 59524) that a request for a
commercial/educational photography
permit to take bottlenose dolphins
(Tursiops truncatus) had been
submitted by the above-named
individual. The requested permit has
been issued under the authority of the
Marine Mammal Protection Act of 1972,
as amended (16 U.S.C. 1361 et seq.) and
the regulations governing the taking and
importing of marine mammals (50 CFR

Mr. Pilley is authorized to film
bottlenose dolphin strand feeding
events in the estuaries and creeks of
Bull Creek and around Hilton Head, SC.
Filmmakers may use four filming
platforms: a static remotely operated
camera placed on the mudflats, a radiocontrolled camera helicopter, a radiocontrolled camera glider, and a radiocontrolled camera boat. Up to 112
dolphins annually may be approached
and filmed. Footage will be used to
create a 6–part television series,
‘‘Earthflight,’’ for the British
Broadcasting Corporation and Discovery

The permit will expire December 31,
2011.
In compliance with the National
Environmental Policy Act of 1969 (42
U.S.C. 4321 et seq.), a final
determination has been made that the
activity proposed is categorically
excluded from the requirement to
prepare an environmental assessment or
environmental impact statement.
