Moreover, according to the online records of the Board, Respondent’s state license remains revoked. Discussion Under the Controlled Substances Act (CSA), a practitioner must be currently authorized to handle controlled substances ‘‘under the laws of the State in which he practices’’ in order to obtain and maintain a DEA registration. See 21 U.S.C. 823(f) (‘‘The Attorney General shall register practitioners * * * if the applicant is authorized to dispense * * * controlled substances under the laws of the State in which he practices.’’). See also id. § 802(21) (‘‘[t]he term ‘practitioner’ means a physician * * * licensed, registered, or otherwise permitted, by * * * the jurisdiction in which he practices * * * to distribute, dispense, [or] administer * * * a controlled substance in the course of professional practice’’). As these provisions make plain, possessing authority under state law to handle controlled substances is an essential condition for holding a DEA registration. Because Respondent’s California medical license has been revoked, he is without authority under state law to handle controlled substances and thus does not meet a fundamental statutory requirement for obtaining a new registration. pursuant to Section 6(a) of the Act. The Department of Justice 
published a notice in the Federal Register pursuant to Section 6(b) of 
the Act on December 8, 1988(53 FR 49615).
    The last notification was filed with the Department on July 22, 
2009. A notice was published in the Federal Register pursuant to 
Section 6(b) of the Act on September 17, 2009 (74 FR 47824).
