Under the provisions of the
Paperwork Reduction Act of 1995 (44
U.S.C. Chapter 35), the Regulatory
Secretariat will be submitting to the
Office of Management and Budget
(OMB) a request to review and approve
an extension of a previously approved
information collection requirement
concerning summary subcontract report.
A request for public comments was
published in the Federal Register at 74
FR 61354, on November 24, 2009. No
comments were received.
Public comments are particularly
invited on: Whether this collection of
information is necessary for the proper
performance of functions of the FAR,
and whether it will have practical

In accordance with the Small
Business Act (15 U.S.C. 631, et seq.),
contractors receiving a contract for more

contract as far as practicable.
Contractors receiving a contract or a
modification to a contract expected to
exceed $500,000 ($1 million for
construction) must submit a
subcontracting plan that provides
maximum practicable opportunities for

A. Purpose
The Federal Acquisition Streamlining
Act of 1994 included Title VIII, entitled
Commercial Items. The title made
numerous additions and revisions to
both the civilian agency and Armed
Service acquisition statutes to encourage
and facilitate the acquisition of
commercial items and services by
Federal Government agencies.
To implement these changes, DoD,
NASA, and GSA amended the Federal
Acquisition Regulation (FAR) to include
several streamlined and simplified
clauses and provisions to be used in
place of existing clauses and provisions.
They were designed to simplify

commercial items.
Information is used by Federal
agencies to facilitate the acquisition of
commercial items and services.

withdrawing approval of the
contractor’s purchasing system.
