Commission to create the National
Broadband Plan that shall seek to ensure
that all people of the United States have
access to broadband capability and shall
establish benchmarks for meeting that
goal. Consistent with this effort, and
pursuant to the requirements under the
Broadband Data Improvement Act of
2008, the Commission’s Office of
Strategic Planning seeks to conduct a
survey of residential consumers of
broadband Internet to determine their
willingness to pay for different
components of broadband service in
order to make recommendations as part
of the National Broadband Plan which
is now due to Congress by March 17,
2010.

SUMMARY: The Federal Communications
Commission, as part of its continuing
effort to reduce paperwork burden
invites the general public and other
Federal agencies to take this
opportunity to comment on the
following information collection(s), as
required by the Paperwork Reduction
Act of 1995, 44 U.S.C. 3501–3520.
Comments are requested concerning: (a)
whether the proposed collection of
information is necessary for the proper
performance of the functions of the
Commission, including whether the
information shall have practical utility;
(b) the accuracy of the Commission’s
burden estimate; (c) ways to enhance
the quality, utility, and clarity of the
information collected; (d) ways to
minimize the burden of the collection of
information on the respondents,
including the use of automated
collection techniques or other forms of
information technology; and (e) ways to
further reduce the information
collection burden for small business
concerns with fewer than 25 employees.
The FCC may not conduct or sponsor
a collection of information unless it
displays a currently valid control
number. No person shall be subject to
any penalty for failing to comply with
a collection of information subject to the
Paperwork Reduction Act (PRA) that

The Commission has modified some
of the questions in the survey and
updated the different services being
auctioned. The survey is voluntary and
the information will be used by the
Commission to evaluate the competitive
bidding methodologies and other
operational processes used to date and
to improve these techniques for use in
future auctions.

ACTION: Update listing of financial
institutions in liquidation.
SUMMARY: The Federal Deposit
Insurance Corporation (Corporation) has
adopted a policy statement concerning
12 U.S.C. 1825(b)(2) and 28 U.S.C.
2410(c). The policy statement and an
initial listing of financial institutions in
liquidation were published in the July 2,
1992 issue of the Federal Register (57
FR 29491). A Clarification of
Applicability of the Statement of Policy
was published in the October 11, 1996
issue of the Federal Register (61 FR
53494). The following is a listing of
financial institutions in liquidation of
the Corporation, superseding the listing
published in the July 2, 1992 issue of
the Federal Register at page 29494, and
all subsequent updates thereto, through
and including the most recent update
set forth in the October 11, 1996 issue
of the Federal Register (61 FR 53496).
The respective states in which each of
the institutions in liquidation is located
are set forth in the lists of the financial
institutions in liquidation. This list (as
updated in the Federal Register from
time to time) constitutes the financial
