ACTION: Proposed rule. SUMMARY: EPA is proposing to approve State Implementation Plan (SIP) revisions submitted by the State of Montana on November 1, 2006 and November 20, 2007. The revisions are to the Administrative Rules of Montana. Revisions include minor editorial and grammatical changes, updates to the citations and references to federal and state laws and regulations, other minor changes to conform to federal regulations, and updates to links to sources of information. This action is being taken under section 110 of the Clean Air Act. DATES: Written comments must be received on or before February 25, 2010. The proposed channel substitution is intended to accommodate the hybrid application, proposing the reallotment of Channel 274C3, Crawford, Colorado, to Channel PO 00000 Frm 00031 Fmt 4702 Sfmt 4702 275C3 at Battlement Mesa, Colorado, as its first local service. Channel 247C3 can be allotted to DeBeque consistent with the minimum distance separation requirements of the Rules with a site restriction 13.8 kilometers (8.5 miles) northeast of the community.
