Abstract: This form is used by states to request funds to establish and carry out the Client Assistance Program (CAP). The CAP is mandated by the Rehabilitation Act of 1973, as amended (the Act), to advise individuals with disabilities of the benefits and services available under the Act and of the rights afforded them pursuant to the Americans with Disabilities Act of 1990, and to assist individuals applying for or receiving services in their relationships with projects, programs, and services provided under the Act. Section 112 of the Act requires a state to have in effect a CAP in order to receive Section 110 and other allotments under the Act. The EMS&R Committee will keep abreast of DOE–EM and site programs and plans. The committee will work with the NNMCAB to provide assistance in determining priorities and the best use of limited funds and time. Formal recommendations will be proposed when needed and, after consideration and approval by the full NNMCAB, may be sent to DOE–EM for action. SUMMARY: This notice announces a combined meeting of the Environmental 
Monitoring, Surveillance and Remediation Committee and Waste Management 
Committee of the Environmental Management Site-Specific Advisory Board
