ACTION: Notice of Limitation on Claims for Judicial Review of Actions by the California Department of Transportation (Caltrans), pursuant to 23 U.S.C. 327. SUMMARY: The FHWA, on behalf of Caltrans, is issuing this notice to announce actions taken by Caltrans that are final within the meaning of 23 U.S.C. 139(l)(1). The actions relate to a proposed highway project, State Route 16 between the town of Brooks and Interstate 505 in the County Yolo, State of California. Those actions grant licenses, permits, and approvals for the project. The Research and Innovative Technology Administration (RITA)’s Office of Research, Development, and Technology (RD&T) is coordinating this effort in collaboration with partner modal administrations and offices across the U.S. DOT. As recommended by the U.S. Government Accountability Office (GAO) and the National Research Council (NRC), RITA and its partners are seeking public stakeholder input on research strategies and metrics necessary to achieve U.S. DOT strategic transportation goals and to drive transportation policy in both the short and long terms.
