(CSXT) seeks an extension of the relief previously granted under Docket Number FRA–2007–26965. The original request granted conditional approval on January 18, 2008, for relief from the requirements of the Rules, Standards and Instructions, Title 49 CFR part 236, § 236.586—Daily or after trip test. Specifically, CSXT requested that a VerDate Nov<24>2008 17:23 Dec 14, 2009 Jkt 220001 visual inspection not be required as part of the daily or after trip test performed on locomotives equipped with microprocessor equipment during a proposed test period. For purposes of most effective monitoring, clarity of the remaining required cab signal testing and associated record-keeping, as well as consistency with a similar request from another railroad, FRA granted CSXT relief from the requirement of performing the test prescribed by § 236.586 on microprocessor-based automatic cab signal, train stop, and train control systems for a 2-year test period. Applicant’s justification for the extension: Over the past 18 months, CSXT has not seen any notable increase or decrease in locomotive shoppings as a result of not performing a daily or after-trip test prior to entering equipped territory. CSXT further request that they be allowed to conduct the currently required quarterly performance review on a semi-annual basis, with all other conditions of the January 18, 2007, letter to be abided with. ACTION: Monthly Notice of PFC Approvals and Disapprovals. In October 
2009, there were nine applications approved. This notice also includes 
information on six applications, approved in September 2009, 
inadvertently left off the September 2009 notice. Additionally, 15 
approved amendments to previously approved applications are listed.

SUMMARY: The FAA publishes a monthly notice, as appropriate, of PFC 
approvals and disapprovals under the provisions of the Aviation Safety 
and Capacity Expansion Act of 1990 (Title IX of the Omnibus Budget 
Reconciliation Act of 1990) (Pub. L. 101-508) and Part 158 of the 
Federal Aviation Regulations (14 CFR Part 158). This notice is 
published pursuant to paragraph d of Sec.  158.29.
