ACTION: Notice of settlement.
SUMMARY: Under Section 122(h)(1) of the
Comprehensive Environmental
Response, Compensation and Liability
Act (CERCLA), the United States
Environmental Protection Agency has
entered into a settlement for
reimbursement of past response costs
concerning the Granville High School
Mercury Superfund Site located in
Creedmoor, Granville County, North
Carolina for publication.
DATES: The Agency will consider public
comments on the settlement until
January 13, 2010. The Agency will
consider all comments received and
may modify or withdraw its consent to
the settlement if comments received
disclose facts or considerations which
indicate that the settlement is
inappropriate, improper, or inadequate.

SUMMARY: The Federal Communications
Commission, as part of its continuing
effort to reduce paperwork burden
invites the general public and other
Federal agencies to take this
opportunity to comment on the
following information collection(s), as
required by the Paperwork Reduction
Act of 1995, 44 U.S.C. 3501–3520. An
agency may not conduct or sponsor a
collection of information unless it
displays a currently valid control
number. No person shall be subject to
any penalty for failing to comply with
a collection of information subject to the
Paperwork Reduction Act (PRA) that
does not display a valid control number.
Comments are requested concerning (a)
whether the proposed collection of
information is necessary for the proper
performance of the functions of the
Commission, including whether the
information shall have practical utility;
(b) the accuracy of the Commission’s
burden estimate; (c) ways to enhance
the quality, utility, and clarity of the
information collected; and (d) ways to
minimize the burden of the collection of
information on the respondents,
including the use of automated
collection techniques or other forms of
information technology.

Needs and Uses: The FCC Form 396–
C is a collection device used to assess
compliance with the Equal Employment
Opportunity (EEO) program
requirements by Multi–channel Video
programming Distributors (‘‘MPVDs’’). It
is publicly filed to allow interested
parties to monitor a ‘‘MPVD’s’’
compliance with the Commission’s EEO
requirements. All ‘‘MVPDs’’ must file
annually an EEO report in their public
file detailing various facts concerning
their outreach efforts during the
preceding year and the results of those
efforts. ‘‘MVPDs’’ will be required to file
their EEO public file report for the
preceding year as part of the in–depth
‘‘MVPD’’ investigation conducted once
every five years.
