On July 19, 2009, Lock+ Hydro Friends Fund XXI, LLC filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the Project Black Cat Bone, which would be located at the U.S. Army Corps of Engineers’ Amory Lock and Dam on the Tennessee-Tombigbee Waterway near the town of Amory, Monroe County, MS. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following: (1) Two lock frame modules consisting of eighteen 2,000 kilowatt turbines placed in a concrete-lined conduit of unknown dimensions. The modules would be located adjacent to and northwest of the Corps dam; (2) a proposed 69 kV transmission line approximately 2.3 miles long extending from the turbine units, adjacent to the waterway, to an existing distribution line located southwest of the dam.
