Korea challenges the use by the U.S. Department of Commerce (‘‘Commerce’’) of what Korea describes as ‘‘the practice of ‘zeroing’ negative dumping margins in calculating overall weighted average margins of dumping’’ in the final and amended determinations and antidumping duty order with respect to stainless steel plate in coils from Korea, in the final and amended determinations and antidumping duty order with respect to stainless steel sheet and strip in coils from Korea, and in the final determination and antidumping duty order with respect to diamond sawblades and parts thereof from Korea. Korea states that it considers these actions to be inconsistent with the obligations of the United States under Article VI of the General Agreement on Tariffs and Trade 1994 (‘‘GATT 1994’’), and Articles 1, 2.1, 2.4, 2.4.2, and 5.8 of the Agreement on Implementation of Article VI of the GATT 1994.
