these meetings is to provide advice and
recommendations concerning proposals
submitted to the NSF for financial
support. The agenda for each of these
meetings is to review and evaluate
proposals as part of the selection
process for awards. The review and
evaluation may also include assessment
of the progress of awarded proposals.
The majority of these meetings will take
place at NSF, 4201 Wilson Blvd.,
Arlington, Virginia 22230.
These meetings will be closed to the
public. The proposals being reviewed
include information of a proprietary or
confidential nature, including technical
information; financial data, such as
salaries; and personal information
concerning individuals associated with
the proposals. These matters are exempt
under 5 U.S.C. 552b(c), (4) and (6) of the
Government in the Sunshine Act. NSF
will continue to review the agenda and
merits of each meeting for overall
compliance of the Federal Advisory
Committee Act.
These closed proposal review
meetings will not be announced on an
individual basis in the Federal Register.
NSF intends to publish a notice similar
to this on a quarterly basis. For an
advance listing of the closed proposal
review meetings that include the names
of the proposal review panel and the
time, date, place, and any information
on changes, corrections, or
cancellations, please visit the NSF Web
site: https://www.nsf.gov. This
information may also be requested by

conduct activities regulated under the
Antarctic Conservation Act of 1978.
NSF has published regulations under
the Antarctic Conservation Act at Title
45 Part 670 of the Code of Federal
Regulations. This is the required notice
of permit applications received.

National Science Foundation, as
directed by the Antarctic Conservation
Act of 1978 (Pub. L. 95–541), as
amended by the Antarctic Science,
Tourism and Conservation Act of 1996,
has developed regulations for the
establishment of a permit system for
various activities in Antarctica and
designation of certain animals and
certain geographic areas a requiring
special protection. The regulations
establish such a permit system to
designate Antarctic Specially Protected
Areas.
The applications received are as
follows:

McMurdo Sound region. The highresolution satellite imagery is used for
planning, logistics, search and rescue
maps, and scientific analysis. In order to
assure the highest accuracy possible,
these images need to be corrected by
locating reliable, distinguishable
features on the ground.

By letter dated March 28, 2008, as
supplemented August 29, 2008,
Northern States Power Company (NSP),
formerly Nuclear Management
Company, LLC, submitted a request to
the NRC to amend materials license
SNM–2506 for the Prairie Island
Independent Spent Fuel Storage
Installation (PIISFSI). The license
amendment request proposes the design
modification of the TN–40 cask to the
TN–40HT cask. The modified cask
