and Members, as selected, funded and

government with input and advice on
non-proprietary, nonconfidential
technical concepts and issues; (c) to
inform members of Congress and their
staff and other branches of the U.S.
Government about robotics technology
research; and, (d) to engage in any other
lawful activities that will further the
purposes of RTC.

Notice is hereby given that, on
October 26, 2009, pursuant to Section
6(a) of the National Cooperative
Research and Production Act of 1993,
15 U.S.C. 4301 et seq. (‘‘the Act’’),
Network Centric Operations Industry
Consortium, Inc. (‘‘NCOIC’’) has filed
written notifications simultaneously
with the Attorney General and the
Federal Trade Commission disclosing
changes in its membership. The
notifications were filed for the purpose
of extending the Act’s provisions
limiting the recovery of antitrust
plaintiffs to actual damages under
specified circumstances. Specifically,
GBL Systems, Camarillo, CA has been
added as a party to this venture. Also,
IONA Technologies, Waltham, MA;
EMC Corporation, Hopkinton, MA;
Factiva, New York, NY; and
BearingPoint, Inc., McLean, VA have
withdrawn as parties to this venture.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and NCOIC
intends to file additional written
notifications disclosing all changes in
membership.
On November 19, 2004, NCOIC filed
its original notification pursuant to
Section 6(a) of the Act. The Department
of Justice published a notice in the
Federal Register pursuant to Section
6(b) of the Act on February 2, 2005 (70
FR 5486).
The last notification was filed with
the Department on August 3, 2009. A
notice was published in the Federal
Register pursuant to Section 6(b) of the
Act on September 17, 2009 (74 FR
47825).

format that may be used for filing such
petitions. The Department’s regulations
