The Gulf of Mexico Fishery
Management Council will convene a
meeting of the Reef Fish Limited Access
Privilege Program Advisory Panel.
DATES: The meeting will convene at 8:30
a.m. on Monday, December 14, 2009
and conclude by 4:30 p.m.

SUPPLEMENTARY INFORMATION: The Reef
Fish Limited Access Privilege Program
Advisory Panel will meet to discuss
issues related to the design, adoption,
implementation, and, evaluation of a
reef fish limited access program for the
commercial and recreational sectors.
Copies of the agenda and other related
materials can be obtained by calling
(813) 348–1630.
Although other non-emergency issues
not on the agenda may come before the
Advisory Panel for discussion, in
accordance with the Magnuson-Stevens
Fishery Conservation and Management
Act, those issues may not be the subject
of formal action during this meeting.
Actions of the Advisory Panel will be
restricted to those issues specifically
identified in the agenda and any issues
arising after publication of this notice
that require emergency action under
Section 305(c) of the Magnuson-Stevens
Fishery Conservation and Management
Act, provided the public has been
notified of the Council’s intent to take
action to address the emergency.
The Emerging Technology and
Research Advisory Committee (ETRAC)
will meet on December 9, 2009, 8:30
a.m., Room 6087B, and on December 10,
2009, 8:30 a.m., Room 3884, at the
Herbert C. Hoover Building, 14th Street
between Pennsylvania and Constitution
Avenues, NW., Washington, DC. The
Committee advises the Office of the
Assistant Secretary for Export

written statements at any time before or
after the meeting. However, to facilitate
the distribution of public presentation

the Committee suggests that presenters

materials prior to the meeting to Ms.

The Assistant Secretary for
Administration, with the concurrence of
the delegate of the General Counsel,
formally determined on November 18,
2009, pursuant to Section 10(d) of the
Federal Advisory Committee Act, as
amended (5 U.S.C. app. 2 § (10)(d)), that
the portion of the meeting dealing with
matters the disclosure of which would
be likely to frustrate significantly
implementation of an agency action as
described in 5 U.S.C. 552b(c)(9)(B) shall
be exempt from the provisions relating
