The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The proposed project would consist of the following developments: (1) A proposed upper and lower intake structure; (2) a proposed 1,900foot deep, 24-foot diameter vertical shaft; (3) a power tunnel; (4) an upper reservoir having a surface area of 72 acres and a storage capacity of 4,100 acre-feet and maximum water surface elevation of 4,580 feet mean sea level; (5) a lower reservoir having a surface area of 75 acres and a storage capacity of 4,700 acre-feet and maximum water surface elevation of 2,640 feet mean sea level; (6) a proposed powerhouse containing nine new pump/turbine generating units having an installed capacity of 900-megawatts; (7) a proposed 200-foot by 200-foot switchyard; (8) a tailrace; (9) a well; (10) a proposed 300-feet-long, 345-kilovolt transmission line; and (11) appurtenant facilities.
