    Take notice that on November 10, 2009, Primary Power, LLC, pursuant 
to sections 205 and 209 of the Federal Power Act and Order No. 679, 
filed a Petition for Declaratory Order requesting Incentive Rate 
Treatment, Acceptance of Rate of Return and Certain Related 
Determinations for the Grid Plus Transmission System.
    Any person desiring to intervene or to protest this filing must 
file in accordance with Rules 211 and 214 of the Commission's Rules of
