burden of the proposed collection of
information; (3) enhance the quality,
utility, and clarity of the information to
be collected; and (4) minimize the
burden of the collection of information
on those who are to respond; including
the use of appropriate automated
collection techniques or other forms of
information technology, e.g., permitting
electronic submission of responses.

Public Law 101–625, which requires the
Department of Housing and Urban
Development to implement a system for
mortgage insurance for mortgages
insured under Section 232, of the
National Housing Act. The information
will be used by HUD to approve rents,
property appraisals, and determine the
initial feasibility and acceptability for a
proposed residential care facility to
obtain FHA mortgage insurance.

SUPPLEMENTARY INFORMATION: The 15member Council advises the Secretary
of the Interior, through the BLM, on a
variety of planning and management
issues associated with public land
management in western Montana. At the
December meeting, topics we plan to
discuss include: watershed planning,
stream restoration, the BLM’s Access
Manager Program, Mountain Pine Beetle
mitigation efforts, and a review of Forest
Service fee proposals.
All meetings are open to the public.
The public may present written
comments to the Council. Each formal
Council meeting will also have time
allocated for hearing public comments.
Depending on the number of persons
wishing to comment and time available,
the time for individual oral comments
may be limited. Individuals who plan to
attend and need special assistance, such
as sign language interpretation, or other
reasonable accommodations, should
