On August 12, 2009, Muskingum Valley Hydro filed an application for a preliminary permit, pursuant to section 4(f) of the Federal Power Act, proposing to study the feasibility of the Muskingum Valley Brookville Dam Hydroelectric Project No. 13568, to be located at the existing Brookville Dam, on the East Fork Whitewater River, in Franklin County, Indiana. The sole purpose of a preliminary permit, if issued, is to grant the permit holder priority to file a license application during the permit term. A preliminary permit does not authorize the permit holder to perform any land disturbing activities or otherwise enter upon lands or waters owned by others without the owners’ express permission. The existing Brookville Dam is owned and operated by the U.S. Corps of Engineers, and includes the existing reservoir, dam, outlet works, and tailrace. The proposed project would consist of: (1) A new 60-foot-long by 30foot-wide powerhouse to be located on the downstream side of Brookville dam below the outlet works; (2) three 100foot-long, 36-inch-diameter penstocks; (3) three new turbine generator units for a total installed capacity of 9.0 megawatts; (4) a new 400-foot-long, 14.7-kilovolt transmission line; and (5) appurtenant facilities. The proposed project would operate in run-of-river mode and generate an estimated average PO 00000 Frm 00031 Fmt 4703 Sfmt 4703 annual generation of 55,000 megawatthours.
