Act of 1993—IMS Global Learning
Consortium, Inc.
Notice is hereby given that, on
September 17, 2009, pursuant to Section
6(a) of the National Cooperative
Research and Production Act of 1993,
15 U.S.C. 4301 et seq. (‘‘the Act’’), IMS
Global Learning Consortium, Inc. has
filed written notifications
simultaneously with the Attorney
General and the Federal Trade
Commission disclosing changes in its
membership. The notifications were
filed for the purpose of extending the
Act’s provisions limiting the recovery of
antitrust plaintiffs to actual damages
under specified circumstances.
Specifically, Athabasca University,
Athabasca, Alberta, Canada; BPS
Bildungsportal Sachsen GmbH,
Chemnitz, Germany; and Levelland
Independent School District, Levelland,
TX have been added as parties to this
venture.
Also, University of North Carolina—
Wilmington, Wilmington, NC; Angel
Learning, Indianapolis, IN; Information
Management Specialists, Montgomery,
AL; eCollege.com, Denver, CO;
Embanet, Toronto, Ontario, Canada;
TIDIA Ae FAPESP Project, Sao Paulo,
Brazil; Common Need, Inc., Alexandria,
VA; and ACT, Iowa City, IA have
withdrawn as parties to this venture.
In addition, Norwegian eStandards
Project has changed its name to The
Norwegian Secretariat for
Standardization Learning Technology
(NSSL), Oslo, Norway.
No other changes have been made in
either the membership or planned
activity of the group research project.
Membership in this group research
project remains open, and IMS Global
Learning Consortium, Inc. intends to file
additional written notifications
disclosing all changes in membership.
On April 7, 2000, IMS Global
Learning Consortium, Inc. filed its
original notification pursuant to Section
6(a) of the Act. The Department of
Justice published a notice in the Federal
Register pursuant to Section 6(b) of the
Act on September 13, 2000 (65 FR

The last notification was filed with
the Department on June 30, 2009. A
notice was published in the Federal

Notice is hereby given that, on
September 8, 2009, pursuant to Section
6(a) of the National Cooperative
Research and Production Act of 1993,
15 U.S.C. 4301 et seq. (‘‘the Act’’),
ASTM International (‘‘ASTM’’) has filed
written notifications simultaneously
with the Attorney General and the
Federal Trade Commission disclosing
additions or changes to its standards
development activities. The
notifications were filed for the purpose
of extending the Act’s provisions
limiting the recovery of antitrust
plaintiffs to actual damages under
specified circumstances. Specifically,
ASTM has provided an updated list of
current, ongoing ASTM standards
activities originating between May 2009
and September 2009 designated as work
items. A complete listing of ASTM work
items, along with a brief description of
each, is available at https://

On September 15, 2004, ASTM filed
its original notification pursuant to
Section 6(a) of the Act. The Department
of Justice published a notice in the
Federal Register pursuant to Section
6(b) of the Act on November 10, 2004
(69 FR 65226).
The last notification was filed with
the Department on May 18, 2009. A
notice was published in the Federal
Register pursuant to Section 6(b) of the
Act on June 15, 2009 (74 FR 28728).
