Becoming an Intervenor
In addition to involvement in the EA
scoping process, you may want to
become an ‘‘intervenor,’’ which is an
official party to the proceeding.
Intervenors play a more formal role in
the process and are able to file briefs,
appear at hearings, and be heard by the
courts if they choose to appeal the
Commission’s final ruling. An
intervenor formally participates in a
Commission proceeding by filing a
request to intervene. Instructions for
becoming an intervenor are included in
the User’s Guide under the ‘‘e-filing’’
link on the Commission’s Web site.

On September 30, 2009, the North
American Electric Reliability
Corporation (NERC) filed a request for
an extension of time to file comments in
response to the Commission’s
September 10, 2009 notice 1 requesting
comments on the Topological and
Impedance Element Ranking (TIER)
Report in the above-docketed
proceeding. In its motion, NERC states
that it requires additional time to
address questions that were raised at a
public presentation for the TIER report
and to submit responsive comments.
Upon consideration, notice is hereby
given that an extension of time for filing
comments on the TIER report is granted
to and including October 28, 2009.

SUMMARY: In compliance with the

ICR is scheduled to expire on 01/31/
