It also allows CBP to implement 9803.00.50 (HTSUS) which provides for the duty free entry of substantial holders or containers of foreign manufacture if duty had been paid upon a previous importation pursuant to the provisions of 19 CFR 10.41b(b) and (c).     The Department of Homeland Security, U.S. Citizenship and 
Immigration Services (USCIS) has submitted the following information 
collection request to the Office of Management and Budget (OMB) for
