For projects selected under the Clean Coal Power Initiative—Round 3 (CCPI–3) Funding Opportunity Announcement, the Department determined that quarterly reporting was insufficient to adequately monitor progress and assess risk as they do not provide current information, and do not allow the Department to identify and address problems in a timely manner. Projects selected under the CCPI–3 Announcement will be commercial scale demonstration projects which are inherently complex, integrating novel carbon capture technology into commercial operations of a coal-fired power generation facility, which will in turn be integrated with a large-scale sequestration facility. Owners or operators also are required to maintain records of the occurrence and duration of any startup, shutdown, or malfunction in the operation of an affected facility or any period during which the monitoring system is inoperative. Owners or operators subject to these regulations are required to maintain records of measurements and reports for at least five years. Burden Statement: The annual public reporting and recordkeeping burden for this collection of information is estimated to average 1,709 hours per response. Burden means the total time, effort, or financial resources expended by persons to generate, maintain, retain, disclose, or provide information to or for a Federal agency.
