The electric energy which LDES proposes to export to Canada would be surplus energy purchased from electric utilities, Federal power marketing agencies, and other entities within the United States. The proposed Jackson Meadows Development would have an average annual generation of 8.7 gigawatt-hours.     On May 12, 2008, KW Sackheim Development filed an application for a
